KEBRAN ALEXANDER HAS lived in Dallas for almost his entire life, and has watched his surroundings change dramatically.
"My side of town was in the middle of an integration, if you will, when we moved here, and as a result, many of the former homeowners abandoned – like, they got out – as African-Americans were moving into Oak Cliff," recalls Alexander, 48, who moved into the neighborhood on the city's southwest side in the mid-1970s. "What that then resulted in was a loss in focus and maintenance of municipal services."
